Which seedlings from the MN DNR were undersized? I planted 500 white spruce (I believe the improved size) from the MN DNR and I was pretty happy with them. They may have been slightly smaller than prior years, but they appeared to be in good shape.
The only time I've had a major issue with the trees from the MN or WI DNR is when I picked up some prairie crabapples from the WI DNR and it looked like their digging machine was set too shallow since the roots were chopped off way too low.
