Radishes not growing

I planted some purple top radishes on a no plow food plot, there's no access for equipment, but there is irrigation. The radishes germinated and sprouted real good but never really grew much, after about a month the leaves are still only about 1/8th to a 1/4th of an inch. The soil is pretty compacted but the plants are still alive and green. Should I give up on them and get some winter rye down before it's too late or hold out hope for the radishes?
 
Soil test will give you your answers, likely short on nutrition, whether that's fertilizer, OM, or other necessities. People often plant brassicas too heavy which will stunt them out as well. I'd move on with cereal rye and a crimson clover or medium red, seems like your soil likely needs some armor and diversity.
 
How long ago? What is the temperature there?
 
It's been a month since they sprouted and the temps are lows- 45-55 highs 60 to 70
