Hybrid Willows: What am I Doing Wrong?

If those were 12 to 16" originally they need to be in the ground way deeper. 2" at most sticking out of ground. That's the problem.

I agree with that whole heartily for the long term. But I would think if they were good willow cuttings stored energy would have at least made them leaf out. Long term more below the surface is always the best bet.
