No expert but based on what I've picked up from others I only spread before rain.

This spring I did lightly disk it in because there was no rain in the forecast and I wasn't going to be at the farm long enough to wait.

I've only ever used it for corn and brassicas.

Your link kinda makes me feel like I got it right. I've always heard it will evaporate in humid weather or if the ground is damp.
 
Agrotain is the product I feel the most comfortable using when we top dress all of our corn with urea. We still only do it when it looks like it will rain in the near future to reduce any leaf burn.
