Have you seen a tree that was half pollinated and half not? That was a first for me...usually all one or the other...

If the tree is young it seems more likely to happen. Also, I think just about every tree is going to have some empty burs. Individual flowers may not have been pollinated.
 
Like Hoyt said, that is common on young chestnut trees. It can also happen anytime when weather or other factors interfere with pollination on older trees.
