Bugs on oaks?

Have red oaks in R-18's and recently noticed small bugs and a web type structure at the same time my leaves are turning rusty color.
Hopefully you can see it in the picture.
Any ideas what's going on and what to do different?

Looks like spider webs with dust and dirt in em. Id manually remove them then spray with the hose on a mist with some pressure..
Daydreamer love the name! wish i would have thought of that one. It certainly suits me haha
