It is a bill 4 NINE cents!

$0.09 if I don’t pay it it will go up to $0.12

Step 1. Charge resident 9 cents for mineral tax.
Step 2. Pay USPS 64 cents to send it.
Step 3. Pay salary to government employee to process tax bills.
Step 4. Profit

I just googled, and cash must be accepted for all taxes. Tape 9 pennies to a piece of paper and mail it back.
 
Did it have a phone number? You could call it and ask for more details to justify 9 cents.
