Those are condensation trails from jet airliners. It's a very well understood phenomenon. You can recreate the effect with a large plastic bottle and a bit of smoke and water. The particles in the smoke/exhaust give water molecules something to cling to.
Come on man! Everyone knows that's how gov controls the most complex and poorly understood system on the planet and are able to over-power the sun. (some people don't realize air moves at 30,000 feet)

To be fair, the government committing 2.6 million to cloud seeding is about the equivalent of me saying yes to round up my order at Arby's as far as financial impact.
