Simizine and Hybrid Poplars

Has anyone used a herbicide combination of Simizine and/or Prowl in a fall application for spring time Hybrid Poplar plantings? I have a larger spring time project planned and chemical control may be effective in this area rather laying down black plastic or landscape fabric.
