I don't have any hay bales handy, but would a roll of TP soaked in diesel do much the same? Seems the same principle to me.

You could also spray it down with kerosene and let soak overnight.

Sure this varies by locale (I'm in North Florida), but pine lighter/fatwood/heartwood is my go-to. Burns like it's been soaked in fuel and depending on size of cuttings, burns intensely for longer than many other materials. Blessed to have tons of it on my place, so no matter how wet conditions are a quick walk through my woods makes starting a fire easy.

One technique I have seen is covering piles with craft paper to keep it dry until ignition.

Wood pallets will get you a roaring fire in short order. Many places you can get FREE ones that are going to be land-filled or that are damaged beyond normal use. We've used wood pallets at camp to start our brush piles - and once they get going a bit - a leaf blower to crank it up.

This. Nothing works better than a bale of dry hay, straw or corn stalks with some diesel fuel poured on it!
