It's one of the Aster Family species. Some of them are difficult to distinguish at that age, but I will say Annual Fleabane or Daisy Fleabane.

I've seen them browsed some at that stage of growth, but around here they are left alone once they get bigger. In an area short on food I would expect them to continue to be browsed as they mature.

I have these all over my place. I address them in my plots but otherwise leave them be. They are simply mother nature feeding the deer, without you doing anything. I agree with Native that once they mature they are note used as much by the deer, but deer will eat almost anything that is actively growing and tender.
