What's wrong with this deer?

5 year old buck +
Been seeing it since late winter. Tongue hangs out and fur is goofy. At first glance I thought it was just loosing it's winter coat, but after stopping and looking I've decided it's something else. Anyone know?

Looks like it was hit by car/ truck etc.

It looks too bright/ alert to be ill.
 
I think the right thing to do would be to shoot that deer now. That move probably isn't legal, but I still think it is the right thing to do.

I'd also bury that carcass to hopefully prevent other animals from coming in contact with it.
 
Why is her tongue out in both photos?

It's a wonder Darwinism hasn't cought up with it yet.

But it might be one interesting experiment.
 
I'd try a biologist or vet. Also leaning towards putting her down and having examined after.
