Seeking Barstool Engineers and Getter Doners- RAMP ideas

A catch basin designed to protect the wing walls from washing out??? Although I would think just flaring the wing walls out to the sides would have worked. How long has it been there in that configuration?
Interesting take though I dont know that it would work well. as the wing wall sides are the same height as the retaining wall sides until the camber of the roadway base.

no sign of water really going over the top and a fall risk (let alone a person on mower if trying to go around it)

No outlets or anything through the walls or below the culvert.

Another key point building off the first part- no signs of erosion, hard rains, instability, etc either.....
 
Is it to keep water from backing up and going the other direction until it gets high enough to go over? Here, they sometimes rig large drainage pipes or culverts with one way doors that stay closed and only allow water to travel one direction. If the water gets high enough on the downstream side and starts backing up, the door stays shut.

Great theory but if that were to happen the entire town would be under water.

We are probably just driving ourselves bonkers attempting to make sense of a government decision
