Saplings in NWSG

I have a 2-3 acre section of NWSG that has hundreds of cottonwood saplings. I set the bush hog high last fall and mowed them. Now that the cut stems are starting to leaf out I want to spray the area. What herbicide has been effective for you? Thanks in advance for assistance.

Admittedly this doesn't address your question, but is burning an option? That would be super effective.
