rootstock ?

So afterspending a ton of time on the internet, tell me if this will work, if i have a b118 rootstco, and put what ever apple on it, put it in the ground this spring, next spring cut it off at ground level then put some dirt over the stump, more root stock will grow there? and if im rt (i seldom am) it will be b 118 correct? anybody do this?
 
Yes but don't graft anything to it now. Just plant the rootstock and let it grow. Cut it off next spring and let it sprout new shoots from the roots. Mound up dirt or sand or sawdust as it grows to about 6" or 8" above the ground level. Remove the dirt the and cut off the rooted shoots. Repeat.
