Growth on Pear Trees

What is this fuzzy stuff?

Bought this pear tree for my Mother in Law and it has never shown good growth. I am thinking it is poor soil quality.

Some sort of licken is my guess I have a dwarf pear tree that does something similar I’m not so sure it more a function of the retarded growth of the dwarfing rootstock than poor soil.
