I would say it is a germination issue between the two spots. The shaded spot may have had better moisture over a longer period of time.
As far as Gly, it is not the same as Roundup. It's a soil neutral spray which means that as soon as it hit soil, it is neutralized. The way it kills is through absorption of the leaf.
However, if neighbor is certified organic and your parents doing want it sprayed, then you are going about it the correct way.
