Those are called "Goldenrod Bunch Galls." They can also appear on a few other plants. They are caused by a fruit fly. Can't remember which fly - would have to look that one up.
 
The small woody galls contain a grub late fall that is almost spherical-I collect them in late winter for ice fishing.
