Winterize / water main question

Buy some fresh pipe insulation. With heat trace I prefer the fiberglass over the foam stuff. IF you're worried about the pvc, get some fiberglass sheet from the auto repair section. Cover the pvc with that fiberglass layer. You can loosely cover the heat tape with some of that fiberglass matt too.

Was that drain cap on the proper side of the valve in the picture?

You can make a small box around the whole pipe section with some faomboard too. Like a 12x12

My 2nd year of winterizing went much better. I'm probably going to have the water company shut off the main by the street for good measure. I setup a camera in my crawlspace for peace of mind when I'm away. If I ever have a home built im going to make it super simple to winterize and have a very efficient layout for my pipes.
