Rootstock and scion size mismatch

i got my rootstocks from cummins in the mail today. They are big. I was planning on doing whip and tongue but the rootstock is 3/8" and the scion is 1/4" or smaller. What method would you recommend using for the mismatched sizes?
 
I think cleft grafts give a tighter fit and you don't have to be as diligent on wrapping the graft so tight. I use para film which breaks down on its own and them wax the para film and the top of scion. This protects from moisture entering which is a killer to a graft Union. Good luck
 
I mostly cleft that size mismatch stuff. Tried some w/t this year where I just lined up one side that is how Cummins told me to proceed.
