Propogating Pear Rootstock

What is the best way to reproduce OHxF 97 rootstock. I have several OHxF 97 rootstocks planted. If I just take cuttings from the rootstock and plant them in my beds this winter will they sprout roots and create new rootstocks? If so could the rootstock be grafted this spring?

Plant a rootstock, let it grow out a few branches, bury it in a pile of dirt. Then dig the dirt pile away and clip off the rooted branches. Repeat.
