Most university studies, etc. say "little soil residual," or something similar. I've never noticed any residual effects, but have never planted corn or a grass back into it, either.

Clethodim is a grass herbicide. All those crops above having a 30-day wait are in the grass family. Rye is in the grass family. Since it's not specifically mentioned on the label, it gets the most restrictive wait. It is this way because the manufacturers of cleth don't want to go thru the testing and registration process for those other "grasses." It's too expensive. Here's the thing, the half life of cleth is 1 to 3 days. If it were me, I think I would.....
