I have seen them try on camera. They will get their front feet up on the ice in the tank. Can't say whether they are ever successful or not. My guess is that currently we are having temps in the low 60s for highs, enough melts during the day to pool on top.
Not real often, maybe once or twice a Summer if it is super dry and hot. Its a 300 gallon tank. It sets in the shade. Deer don't need free standing water as much in the Summer as they get a lot of moisture from the plants they are consuming.
Do you have a little pitch toward that hole from the high side? I saw a video where a guy creates a little notched trench from the high side towards the hole to make sure it self fills during rainstorms.

I did something similar. Instead of a trench I made dikes to channel some water into it. There won't be much runoff where it's at, but I figure every little bit will help.
