Planted half dozen or so 8-10 years back. Dropped late September here but got nabbed by fireblight bad last year and this year. I have lost quite a few domestic and natives to the blight. Educated guess is it has something to do with the constant rain!!!

I 2nd what gf13 said. Amazing how liberty knocks the snot out of some of these weeds. I had a pigweed/waterhemp issue for years. Use to manage it with flexstar in beans and status in corn. But that's what I was doing just managing the weed. 2 years now with liberty and it's all but disappeard...
Sometimes it's easier to ask for forgiveness! Throw the spoil in a non wetland area and you should be ok. The largest threat is filling of a wetland. If you are able to avoid that and choose to go the non permited way you should be able to defend your actions.
I do it all the time while completing tsi. I never apply herbicide to cut stumps of elm/maple/hickory/oak. Deer seem to keep the regrowth to small bushes. Allows me to open the canopy and feed the intended critters at the same time!
I typically plant cuttings in an ice cream bucket. Stack like 25 in there to get rooted and put on 3" or so top growth. Then transplant to 1 gallon rootmakers for the remainder of the year. The following spring I will field plant them. Success without rooting hormone is 60%. Top growth...
