What's wrong with my red oaks

I have quite a few red oaks 10-15' tall and most of them are showing some sign of this. Any idea what the issue is and a cure if there is one?

Sometimes drift from herbicides or chemical volatilization can cause leaf damage/curl; are they near any ag fields that were sprayed?

Yes, they do border an ag field... might be the case, but none of the other trees or plants/weeds seem to be affected.
 
Now I am not so sure. After doing some research oak wilt is supposed to start at the top of the tree and work down. These pics are of leaves about 3-4' high and the tops of the trees look fine. This appears to be starting at the bottom layer of branches and working up. From what I have found it almost looks like to wet for a red oak that is causing this. We have had a heck of a lot of rain in July and August, ground hasn't dried out since mid July and I do have clay soil.
