No, you could bolt it in. The draw bar has multiple holes in it. There are already holes in the c-channel tongue based on you pic. You may have to add a hole or 2 to match the draw bar hole position.

I am sure there all types of draw bars but the one I have stuck in my head is one that attaches to the 3 point in the rear of my tractor.

I thought about taking everything off the cultipacker and using this hitch. I would have to modify it slightly but it might just work.

If the ears are long enough that would work great .all you would need to do would be drill a hole for the pin . If not it would be cheap to have one made that would fit
