Using an Extender/Carrier in NWSG/Forb mix

I have 26lbs of a NWSG/Forb/Millet (Nurse) mix that I will be planting soon. I will be using a bag spreader to do this and the local conservation office reccomended that I use oats or cat litter as an extender/carrier for the hard to spread seed.

I did this last year with no extender and I definitely want to use somthing this year.

I have 10 lbs of oats available and a 20 lb bag of cat litter. What kind of ration of these can I use with my seed mix?

I would say 2:1 is standard, but I believe I used a 3:1 rice hulls to seed. The more rice hulls in the ratio the more diluted the seed content which will allow you to go over with multiple passes in different directions.
 
Cracked corn, oats, or 0-20-20 fertilizer my favorite. Pretty much one bag of each per acre.
