Thoughts on pruning this tree

Big box store apple tree. Where should I cut this? It's like they removed the central leader and now it has a few. Maybe graft to it?

A picture of the entire tree would be helpful, but from what I can see cut all but one of the largest diameter leaders and you should be good to go. The remaining leader will become your new central leader. Your right they headed it at some point and the tree responded naturally, they just failed to single out a new central leader.
