This is true, but I do know of a guy in Florida who has scoters and oldsquaw that are not pinioned, so anything is possible.

went to the farm today with my father and asked about the duck. Sounds like everyone including the officials / judges of the birding board believe it's legit, and have no reason to suspect it's an escaped duck. Take it for what it's worth. Guess it was still there yesterday if you're interested in checking it out. A few other rare birds up there too.
