Question about dual SIM cameras.

Maybe stupid... maybe not. Maybe you know.

I know they work with whichever network is better. But is this on the fly, what ever's better at the moment? What ever's better when you set it up in place?
If you move it somewhere else, does it "choose" again in the new location, or are you locked in to whatever was best on your initial setup?
