Pear tree not growing

I have a kieffer pear I purchased from lowes and planted in spring 2016. I didn't grow at all last year and lost its leave very early in the fall. This spring it looks healthy but still isn't growing. I tried fertilizing but that isn't helping.
Could it have been root bound when I planted it? Would that have caused this? Any suggestions on how to get it to start growing. It gets plenty of Sun light.

Sometimes they don't have much top growth until the third year after planting as the roots catch up.

No. I have 2 other pear trees that are right next to it that I planted at the same time and they are growing like crazy
 
Did you prune the tree at all when you planted it? If the root to top growth is unbalanced then the roots would need time to catch up to feed the top like Neahawg suggested and maybe that's why you haven't seen much growth.

I did not prune it when I planted it. I bet that is it. At least it looks healthy this year.
 
I have similar situation and the pear is in a wet spot. It has a few leaves doesn't look all that healthy, should i expect it to grow at all?

I had to divert the water and did make a difference.
 
Bare root trees: Year 1 - Sleep, Year 2 - Creep, Year 3 - Leap...... as the old saying goes.
