A Statewide assumption paints with a broad brush. I can just about guarantee that WI has more guys who want a doe tag than the amount of tags issued now that they have eliminated the unlimited purchase of antlerless tags in large areas of the state. I will also guarantee that the 50 public land antlerless tags that were available for my county back home had at least 20 times that amount of guys that wanted one.
