They can fix this really easy …

1 buck limit for NR, with $25 doe tags
Move gun season back week or two .
Max NR out at 20k or some arbitrary number. NRLO stays same, but they phase in (1 buck)

Baby steps, if the hunting gets great , they can demand more $$ for tags ?

The sad reality is that MDC doesn't care and don't want the hunting to get "good." They want to eradicate the herd in attempt to fix CWD, unless you are a NR then they don't want the deer killed. More sound biology from MDC,
 
What the residents I know are complaining about are guys leasing up lots of land and outfitting hunts every week for the whole season, running a bunch of NR hunters in and out every 5 days. The guys doing this are all residents.
 
I was reading Iowa whitetails thread on this and I agree with skips point in theory but not in reality. His argument was if all these people who want to come to Iowa would change their state they wouldn’t need to come to Iowa. Amen. But that’s like saying Iranians should just overthrow their government. Sounds great. Good luck

Here’s a counter, I hear those guys always complaining about the number of deer and lack of cover on Iowa. 7% of the state or something is wooded. Well telling someone from out of state to change their regulations in their own state would be like telling them to plant more trees.
I don't see Louisiana ripping out swamps and pine plantations to start growing row crops. Sure, there is a little bit of Louisiana that is soybeans/corn, but it's not much, and what is wooded there was snatched up by people for hunting decades ago. It's a fortune to get in there.

Maybe it should be under the conspiracy theory thread, but has anyone ever looked at property ownership maps of some of these wooded areas in well known counties of Iowa? It seems some of these guys that are really pushing for non-resident restrictions are just wanting to cut out the competition for themselves. They tug at heart strings, playing the save this for the poor hunters that are run out. But, they're gobbling up land in trusts and LLCs as fast as they can. They don't want outside competition. Some are just blatant, whitetail centric farms, with names like Whitetail Hideaway, Whitetail Grail, etc, while others are SKS Family Farms, TMD Farms, Highwaymen Ranch. And, I don't blame the Skip Slighs, Drurys, Lakoskys for doing it. It's smart. Limit competition for land so you have less competition. Play to the narrative that you are looking out for others. Land is going up, and money is what takes it.
 
I 100% agree with your last point. If these guys are so concerned about the plight of the poor local guy, maybe they could turn their land into a local only public ground. They could hand out opportunities like candy.
I’m only using Skip as an example because he puts himself out there, and for the record I wish Kentucky had 100 skips advocating for the resource. But he’s basically made a fortune and built an empire by flipping over 200 properties. I’m sure he had zero problem taking out of state money and benefiting from free market competition (out of staters) driving up land prices. If Iowa and Missouri residence were so adamant about protecting the local guy maybe they should exclude out of state buyers and lower their asking price so that the locals can afford it. I’m willing to bet that isn’t gonna happen.
I have 5 local neighbors. 2 lease to out of staters, 1 leases to locals and 1 is a whore outfitter that would sell hunts to Hamas if they paid 2500. So yeah tell me again how they locals want to look out for each other.
