Transplanting a Kerr on ant (updated trunk pics)

If it were my tree I would prune off all the limbs below the two that are growing at the top of the fence. Both of those limbs have a nice angle to them.
 
I cleaned around the base today and found this whitish stuff. Also old girdling I believe from before I starting wrapping everything. I let the grass grow too high here and it was holding too much moisture around the window screen I think
 
White stuff looks like woolly apple aphids.
 
Are woolies out at this time of year ?? ^^^
