Red Maple Failure? Abort or Wait?

I planted 150 red maple this spring. Many of them (80 - 90%) never sent any growth from the terminal bud and sent sprouts from the trunk instead. I waited to see what would happen. It's now August, and many really haven't done much. We also had record rain in Wisconsin January - July, and these are in poorly drained soils. Here is an example:




Would you pull these and replant next year, or wait and see what they do?

The roots are still alive. As long as they're sprouting down low,
why pull them until you're sure they are dead?
I've had trees of several species look like yours that eventually recover. They don't always turn into prime specimens but they often survive.
