pear seedling leaves turning black?

Can seedlings get fireblight? Everyone has been saying it's a bad year for it, could that have been it since the pears are the only ones that were having problems?

Only 1 apple made it, most of them shriveled and died about a month ago but the pears were doing great until about a week ago. The other seedlings I have that a doing good are bur oak and persimmons

No I didn't think to take pictures at the time. Is there anything that can be sprayed on the seedlings to prevent FB?
