Failed bud graft, or is it?

While putting some window screen on some trees today, I noticed one out of three bud grafts that I did on this tree in August '17 still looks alive, and scratch test shows green, why didn't this bud grow? The other two failed as well, but just look like a scar on the tree.

Stuff happens. It didn't need to grow to keep the tree alive. Prune off above that bud this spring and it might take off.

You might try lightly rubbing or wiggling the bud with your fingertip. A dead, dried out bud will easily rub off.

Scratch test shows green though, and seems attached, I don't know, I'll graft the tree above the bud this spring and see what happens.
