Drought or disease ?

I started my tree plot in 2019 . I planted some Dr Deer pear trees , and NativNurseries Wild deer pear seedlings .... then in 2020 I planted some Northern Whitetail crabs and some Kefifer pears from Lowes . Everything had been growing great. I was happy to see 5-6 small pears on my Dr Deer pears this spring and my Northern whitetail crabs had 2-3 dozen crabapples . I happened to check on them and noticed a few dried up fruit and other fruit covered with a orange like powder and a couple dried up leaves. We had a VERY dry spring...could this have been caused by drought or is it a fungus or diesease ?. Also one of the limbs on my Wild Deer pear had a weird looking growth with orange subastance....I have included pictures,and thanks for any info in what steps I should take next.
