Layered Rye. Use Cultipacker?

I will be adding another layer of rye soon. I have the first layer of rye, annual clovers, and Groundhog Radish already established. Will it hurt to run the cultipacker over the second layer or will it damage the already established planting? It’s been dry here and the upcoming rain chances are iffy, plus the Sandhills cranes and turkeys, etc devour top sowed seed.

Clover and rye would probably be ok but I’d think the radish might suffer. I’d just wait for rain like stated above.
 
It will delete the radishes and a good portion of the clover.

Spread before rain.
 
Rye will germinate on concrete. Just spread before a rain.
Rye may germinate on concrete if it's wet but it won't live. I've had plenty of broadcast rye failings due to dry conditions even after having a germinating rain. It's a lot more resilient if you can get it pushed into the ground some.
