How to Prune This Apple Tree?

I planted this apple tree last year. Top got broken out and now putting on a lot of vegetation down low to the ground. It does have a shoot that looks like it will continue on up and make a central leader. What do I do with the rest of the branches. Let them go this year and prune off next winter - wait another year or two, or get them now? Thanks

Yup, looks like he's got the start of a new central leader. Wait til next winter and hack away.
 
Wait and prune in winter.
 
Clear off anything within 6 to 8 Inches of your new central leader so the tree isn't confused about where to send the most resources. Then get the rest next winter.
