Hi tap, I looked up velvet grass and it says it gets up to a little over 3ft this stuff is like 6 ft.... It has two thick blades off main stem...it is forming a perfect stand in the middle of a field..I hope it's not a bad one
 
I'm surprised no one else took a shot at this. Disclaimer, disclaimer, disclaimer -- I think it's ordinary old orchardgrass.
 
Although I am not that familiar with it, your grass looks like the invasive Reed Canary Grass to me, and your description of the height and a thick monoculture being formed fits it. I found you a link that helps with distinguishing it from the native Bluejoint grass that it can be mistaken for. Look it up and let me know what you find. But with it being 6 feet tall, I think I'm right....
