They may or may not. They don't root as quickly as ROD, but there is a thread on here where folks have rooted there root stock cuttings after grafting. Another thing you could try is air-layering the water-sprout. Probably the easiest thing with a mature tree is to simply dig up some roots and take root cuttings. Shoot for pencil sized. Simply graft a water sprout to the root cutting and treat it like any other bench graft.
Place a tube around the sucker in Springtime. Fill with light soil and keep watered all Summer. Remove tube and clip off sucker with roots in Autumn and pot it. Should work.
