In my experience willow cuttings do not need rooting hormone. I have grown golden,flame,peach leaf,Bebbs,Streamco,and Laurel Leaf all from cuttings they they do really well as long as there is moisture and you use a weed barrier.

I have a bunch I planted from my local SWCD they grow fast and love wet soil. Cuttings grow great from these also. I had some cuttings at year 2 that were 3 to 4 ft tall.

Pipestone county's jumped from 37.50 to 62.50 for a bundle of 25, still have a great selection though.

It was a clearance tree from shopko, I know it's semi dwarf.

This is my wolf river, do you think I should remove the large left branch off this tree? The rabbits hammered it this winter when the snow got over the cage.
