I would seed with regular grass seed and winter rye as a cover crop. The winter rye will germinate in a few days after a rain while it protects the slow growing grass. I did the neighbors yard this way and it is the best looking grass I ever planted. You can just mow the rye as want, eventually it will just die off leaving only the grass. I have land in northern WI, one year I was turkey hunting in a pine forest and the ticks were dropping out of the trees on me so bad it sounded like rain drops. I'm so used to them by now they don't freak me out anymore. I use perminthin on my pants and boots whenever I can. It definitely works.
