What could be causing this. What do I look for.

Too much water, too little water, aphids, leaf rollers

Could dang sure be too much water. I know you can see aphids - what about leaf rollers?

Yep, but you need to unroll the leaves. From what I'm seeing, leafrollers would be my last guess. The leaves aren't rolled tightly enough. I can't see much of the surrounding ground vegetation, but what I do see looks awfully lush. Excess water would be my first guess

Yes - we have had a lot of rain this year. I first noticed it last year - a year we had almost 80” of rain when just over 50” is normal. I looked at a few leaves this eve and did not see aphids. The leaves dont look rolled tight enough for leave rollers.
