Black spots

I believe this is a pear tree that doesn't look well. There are these black spots over the leaves and new growth and some of the edges look almost singed. Another pear nearby doesn't look as bad but has similar discoloration. Whats going on?

I am going to vote Scab again (at least for the spots). Have hot and windy conditions lately? That contributes to how some of mine look on occasion as well, with tattered leaves and dark edges.
