I'm going to try sanding it more aggressively and see how that works.

Sounds eerily similar to what happened at my kids school a year or so ago. I don't think the litter boxes ever made it but the rest of the story in the article certainly did. My own kid got a 2 day suspension for barking back at the freaks. That did not go over well with me.
