Red Haven Peach Tree Help

Planted a couple Red Haven Peach trees in 2015. This particular one has grown roughly 3x larger than the other one planted. This year the leaves are looking really weak with no new growth. I trimmed off all the dead/dying twigs, put a couple fertilizer spikes at the drip-lines, removed the white wrap around base protector (seemed to be pretty tight, you can see the color difference) and stapled on the window screen instead. Any ideas what could be wrong with it? Any other ideas for trying to help save it? Hoping it will pull through.

Looks pretty healthy to me
 
Maybe could use a bit more fertilizer. Peach trees here grow crazy fast and it does look weak and pretty open compared to mine, but I dont know what peach trees typically grow like in your area.
 
First picture...look like the tree was getting girded by the vinyl wrap.

I'll snap a pic of the other one we have. It's much more lush with thick/full leaves.

I was afraid of that. Hoping I got it off in time if that was the case.
 
Pretty sure those wraps were the issue... Take a look at the base of the cherry tree pictured, it really is that narrow at the base because of the wrap. Also shown is the other healthy peach tree for comparison. I've removed any wraps that I had used, going to put window screen around them instead.

It does look like the vinyl wrap got too tight. That other peach is more typical of what I am used to seeing. Only time will tell if it can out grow the damage, I have seen some things that girdled and managed to grow out of it.
