CAR and "cedar" nomenclature

So I've been reading up on how to grow healthy apple trees, and I was rather confused about CAR and "cedar" trees.

From what I have read, it seems Cedar Apple Rust is only a problem around "eastern red cedar", which is actually a juniper, Juniperus virginiana, common in Ohio, but very uncommon in most of Ontario.

However, "white cedar" or Thuja occidentalis, is another name for arborvitae, which does not have problems with CAR, and is in fact a preferred food of whitetails. It is a common tree across much of Ontario, but it's rare in Ohio wilderness.

Is this correct? Is CAR not really a danger in Northern Ontario?

I have not seen many red cedars in northern Mn, so I doubt CAR is a problem in NW Ontario. I don’t think I have seen any wild red cedars in NW Ontario either.

Can’t say about other areas of Ontario.
